Allow users to sign up as Authors

However, what actually happens is that the newly-registered user is added to the pool of users for http://example.com, with no special permissions on journalname. I need to go into the Journal Manager screens to enroll the new user as an author on journalname.

Is there a configuration option that I missed that will allow authors to sign themselves up?
