DOI is always created even when it is specified that no DOI should be created.
Selecting Never in settings has no effect. Also tested on test environment PKP, Never does not work there either.
Steps I took leading up to the issue
- Go to Distribution Settings >DOIs > Automatic DOI Assignment
- Select Never
- Create article
- Create issue
- Add article to issue
- Publish issue
